Fukushima Daiichi No. 3

5:30 PM Eastern... -->>Reuters is reporting (after a press conference) the loss of emergency cooling at Fukushima Daiichi No. 3 plant. The cause of the loss is not clear; lack of water, or failure of pumps, or any other cause is not stated.

5:35 PM: Asia Pacific News.
Situation at FD 3 now appears to be deteriorating. Outcome not by any means clear, and similar effect to that at FD 1 by no means implied.

10:00 PM (Same day, Saturday 3/12) TEPCO has filed with the Japanese government indicating that Clause 1 of Article 15 of the Radiation Disaster Measure now also applies to Fukushima Daiichi 3 since the plant has lost emergency core cooling and apparently the ability to inject water into the core by normal means. This determination was made at 5:10 AM Tokyo time, on the 12th. This was included in TEPCO's 8 AM 3/13 overall status press report.
